Craig’s passion for digesters began when he was a young child growing up on his family dairy. As a result of his curiosity, he now has an extensive amount of dairy digester design, construction management, and CQA experience. By extensively monitoring and measuring data from past projects, Hartman incorporates innovative improvements in future developments given site constraints. With digesters, the goal of Hartman Engineering is to fix GHG emissions, air, and water issues at a mitigation price that dairies can offset and cashflow.

Jeff Webb
Associate Engineer
Project Manager
Jeff is a Project Manager with Hartman Engineering, and currently specializes in managing and designing anaerobic dairy, swine, and agricultural waste digesters. He has worn many hats, including managing the permitting and technical documentation processes, managing the engineering team, and traveling around the country to assist with operational and proposed digester projects. Jeff acts as a single point of contact link between the technical engineering team and our clients from project origination through final commissioning, creating a seamless experience for all involved.

Jose Rosas
Associate Engineer
Project Manager
Jose is currently an Associate Engineer and Project Manager. Over time, Jose has taken over the bid documents process and technical production, while also approving construction sets before going to the PE. He acts as the primary point of communication between our company and the developer, from permitting and design to the end of construction. Once we obtain the contract, Jose assists with finalizing the bases of design, pushing construction documents and site plans, obtaining dairy cow herd numbers, and communicates directly with the engineering manager in order to make sure tasks are on schedule and being completed. Jose’s main goal is to educate and collaborate in order to create a more sustainable future for agriculture.

Chris Canada
Associate Engineer
Survey Team Lead
Christopher is an Associate Engineer and Project Manager with Hartman Engineering. He has spent his tenure with Hartman Engineering conducting hydraulic analysis and design for anaerobic digesters, developing grading, drainage, and utility improvements for commercial, residential, and industrial civil developments. He leads the survey team, where he oversees a team of 4 surveyors and Construction Managers. He oversees the development and completion of all Air Board Dust Control Permitting and Storm Water Pollution Prevention Plans for all Civil Improvements projects. Christopher has impeccable organizational skills which are showcased in his ability to manage several projects simultaneously over varying land use categories. He is the primary point of communication between Hartman Engineering and the Developer in all Civil Improvements Projects from Site Plan Review and Permitting, through project completion.

Lanny Simpson
Construction Manager
From working with Phoenix Bio Industries, Phycal Inc., Calgren Renewable Fuels, and now Hartman Engineering, Lanny has over 20+ years of experience in construction and project management. He has managed over 50 digester projects in the state of California. Lanny has been responsible for managing building permits, subcontractors, plant operations, protocols, operations procedures, commissioning schedules and more. Lanny knows how to effectively engage all stakeholders from previously working with civil and environmental engineering firms, local and state governments, and site developers. Lanny’s proven experience and industry knowledge has allowed us to consistently execute on time and within budget.

Alicia Swanson
Associate Engineer
Permit & Technical Report Manager
Alicia is an Associate Engineer, and is the current Hartman Engineering Permit and Technical Report Manager. Alicia has taken over the permitting processes, technical production and deliverables assembly. She acts as the primary point of communication between company Project Managers and the production team, as well as CQA staff, from project start to end. After obtaining the contract, Alicia assists with finalizing the bases of design, pushing construction documents and site plans, reviewing topography data, and manages company engineers and interns in order to create accurate processes and designs. Her main goal is to create a connected and sustainable world through agricultural and renewable means.

Chris Nelsen
Assistant Construction Manager
Chris is an experienced operations leader specializing in biogas production, gas upgrading systems, and agricultural-based energy solutions. His background in the dairy industry gives him a practical understanding of farm operations and system integration. He has led all aspects of biogas production, gas upgrading, and manure management, while driving continuous improvement and building strong relationships with stakeholders. Chris brings deep expertise in operations management, process optimization, regulatory compliance, hazardous materials safety, and team leadership, enabling him to deliver efficient, safe, and results-driven solutions across complex biogas and agricultural environments.

David Jenkins
Project Superintendent
David brings extensive construction industry experience to his role as Project Superintendent at Hartman Engineering. His background includes work as a Licensed General Contractor, telecommunications business owner, and Maintenance Engineer with Local 502 Operating Engineers Union, offering a well-rounded and practical perspective on every project. He has successfully installed, commissioned, and maintained equipment in the food processing industry and has held key roles including Project Manager, Job Site Manager, and Project Coordinator on projects ranging from small builds to large, complex developments. At Hartman Engineering, David is dedicated to building strong relationships with clients and subcontractors. He oversees daily jobsite operations, negotiates subcontractor contracts, and ensures projects are completed on time, within budget, and to the highest standards.

Julie Sare
Assistant Project Superintendent
Julie is a Project Controller at Hartman Engineering with a strong background in accounting and construction management, bringing extensive experience in project budgeting, forecasting, contract administration, and financial reporting. She works closely with clients, subcontractors, and external tax specialists to maximize available tax credits while ensuring all Investment Tax Credit (ITC) requirements—including Domestic Content and Prevailing Wage and Apprenticeship (PWA) compliance—are met and properly documented from project start through completion. In addition, Julie collaborates with the finance team, Project Managers, and Project Superintendents to facilitate timely billings, support contract drafting, and manage various processes that help ensure projects move forward smoothly and efficiently.

Katy Garmon
Assistant Engineer
Katy is a Safety Coordinator and Scheduler at Hartman Engineering. With a background in biology and environmental science, she brings a unique and well-rounded perspective to the team. Katy is responsible for ensuring that best safety practices are implemented on-site and that project risks are minimized. She collaborates closely with subcontractors and internal teams to manage project schedules and keep milestones on track. In addition, Katy contributes to technical documentation and assists with project permitting. Starting as an intern, Katy trained in many aspects of the company including CQA and dairy research.
